Since when does Richmond get hit with tropical systems two years in a row?

Richmond, Virginia took a huge hit from Tropical Storm Gaston yesterday. It was a tropical depression, but it strengthened back into a tropical storm by the time it got to Richmond and dumped 12-15 inches of rain on certain parts of the city and surrounding area. There's a dam in danger of bursting in Chesterfield; three people are dead and eight are missing; Shockoe Bottom's condemned for an area of 20 city blocks. For those who don't know Richmond, Shockoe Bottom's one of the few areas downtown that's financially successful and stable. Or, at least it was...
